 PTO lacks power

Hi folks, this is my first time posting. I recently bought a 1962 JD 1010 RU. The tractor runs well in general, and when it is running, the PTO is live. However, when I hook a bush hog up to the PTO and go into long grass, the pto stops turning. I am not sure what is going on here, any help would be appreciated.

Not real sure here, but many tractors use a 2 stage clutch. 1 for the pto that engages 1st and the 2nd for the transmission. So hopefully the problem is just an adjustment, if not you'll be breaking that baby apart to replace a worn clutch.
